Director of Purchasing, University of Illinois at Chicago
Debra Matlock is currently Director of Purchasing for the University of Illinois at Chicago. She has been with the State of Illinois since 2006, previously serving as Deputy Director, Procurement, Contracts and Strategic Sourcing for Department of Children and Family Services, and having joined the State as General Counsel, Department of Central Management Services. An expert transactional professional and attorney, Debra Matlock brings to the State her extensive private-sector experience in creating, leading and counseling teams responsible for strategic business alliances at a number of leading-edge innovator companies.
Prior to the State, Debra had been brought into Rockwell Automation as Director, Contracts to create the corporate Contracts Department. There she simplified policy for systems and software services contracts, led the creation of online systems and databases, and, most importantly, instituted a systematic approach to worldwide contract review, negotiation and approvals. Before Rockwell, she served as Licensing Account Executive for Microsoft, Director of Contracts and Strategic Alliances at Motorola, Corporate Contracts Manager at FMC Corporation, and had negotiated avionics and defense contracts for Honeywell. Debra began her career as a staff attorney at Allstate Insurance.
Debra earned her law degree at Northwestern University and her B.A. in Sociology and Political Science at Loyola University Chicago. She serves on the Executive Board of the National Bar Institute, the philanthropic arm of the National Bar Association, after many years of service to the National Bar Association on its Board of Governors, as a former Vice President, Chair of the Corporate Law Section, and Chair of the Women Lawyers Division. She also serves on the Board of Directors of the National Able Network and is a member of the American Bar Association and its Science and Technology Section. Debra often serves as a panelist and convener of seminars on various aspects of technology licensing, transactional and corporate law.
